Enhancing Citizen Participation
in Governance and Development

Capacity Bulding

About The Project

The Effective Citizen Participation Project (ECPP) is an initiative implemented by CSEC with funding support from the National Democratic Institute (NDI). The project focuses on improving service delivery by elected government officials, particularly in the education sector at the grassroots level. By strengthening communication and collaboration between citizens and their local leaders, the program seeks to ensure that community needs in education are better understood, prioritized, and addressed.

Project Goal and Milestones

The primary goal of the project is to enhance the understanding of elected local councilors on key educational issues and to strengthen their role in priority setting and sector financing at the district level. Additionally, the project aims to build the capacity of citizens to effectively engage with duty bearers on matters related to education and local governance.
Key milestones include:

  • Training sessions for local councilors on education policy and budgeting.

  • Community dialogues and forums to amplify citizens’ voices.

  • Strengthening local accountability mechanisms in the education sector.

  • Improved communication channels between communities and their leaders.

Why the Project

In many communities, there exists a communication gap between citizens and elected leaders regarding educational priorities. This often leads to misaligned policies, underfunded initiatives, and unmet educational needs at the grassroots level. The project was therefore designed to bridge this gap, ensuring that community concerns are heard and integrated into local government planning and decision-making processes. By promoting transparency, participation, and collaboration, the project contributes to a more responsive and inclusive governance system.

Why the Project

CSEC has long been committed to promoting citizen engagement and accountability in governance. Through our work, we’ve seen firsthand how empowered citizens can transform their communities when given the tools and platforms to participate effectively. The Effective Citizen Participation Project builds on this vision creating spaces where citizens and leaders can work together to improve education service delivery. Our journey is driven by a belief that inclusive governance leads to stronger, more equitable communities, where every child has access to quality education and every voice counts.
