Citizen Education Agenda Manifesto Political Party Commitment: Endorsing Equitable, Inclusive, and Quality Education for All Malawians

In September 2025, Civil Society Education Coalition (CSEC) hosted a landmark event at Crossroads Hotel in Lilongwe, where leaders from Malawi’s major political parties gathered to publicly endorse the Citizen Education Agenda (2025–2029). This declaration marked a pivotal moment in the country’s education advocacy efforts, as political actors pledged to prioritize education in their 2025 election manifestos and future policy frameworks.

The Citizen Education Agenda, developed through extensive consultation with communities, educators, civil society organizations, and grassroots networks, outlines a transformative vision for education in Malawi. It emphasizes key priorities such as equity and inclusion, teacher education and development, early childhood and foundational learning, technical and vocational training, higher education, education technology and innovation, and the promotion of safe learning environments through WASH and SRHR interventions.

During the event, political party representatives signed a formal commitment to integrate these priorities into their platforms and to pursue their implementation when entrusted with public office. The declaration also included a pledge to increase and sustain financing for education in line with Sustainable Development Goal 4 (SDG 4), the Continental Education Strategy for Africa (CESA), and Malawi 2063. Parties affirmed their readiness to collaborate with civil society, teacher unions, development partners, and communities to ensure meaningful progress in the education sector.

CSEC’s Executive Director, Benedicto Kondowe, emphasized that investing in education is investing in the future of Malawi. He called on political leaders to move beyond promises and take concrete steps to ensure that every child regardless of gender, ability, or location has access to quality and relevant education. The event served not only as a platform for political endorsement but also as a public affirmation of education as a national priority.

This initiative reflects CSEC’s mission to promote the right to quality and relevant education for all Malawians, by complementing government efforts through advocacy, research, and capacity building. It also aligns with the coalition’s vision of a society where every person enjoys equitable access to education that fosters critical thinking and lifelong opportunity. As Malawi approaches the 2025 elections, CSEC will continue to engage political leaders, monitor commitments, and advocate for policies that ensure no learner is left behind.
